Woolworths is planning to lodge a development application with the City of Joondalup for the redevelopment and revitalisation of the Glengarry Shopping Centre, located on the corner of Glengarry Drive and Arnisdale Road. 


The Centre is nearly 30 years old and we hope to deliver a fresh building design which will create an opportunity for a village atmosphere and a diversity of new services and shopping options.

The proposal includes a new full line Woolworths supermarket and opportunities for a variety of new cafes, restaurants, shops, convenience uses and offices.

Redeveloping the Glengarry shopping centre allows us to improve customer shopping experiences and create a vibrant place for small business tenants and the community. The new full-line supermarket will provide new choice and convenience for the local community.

Our proposal represents a long term investment in the local area, creating a new community meeting place for Duncraig and the creation of new local jobs and small business opportunities.

  • What is being proposed?
    Woolworths is planning to lodge a development application with the City of Joondalup for the redevelopment and revitalisation of the Glengarry Shopping Centre, on the corner of Glengarry Drive and Arnisdale Road. A supermarket of 3,997 sq.m including Direct to Boot services. Retail specialty shops. Commercial office floorspace for the upper level. Parking via an on-grade car park at the western portion of the site (72 bays), as well as a basement level (200 bays) and 6 Direct to Boot spaces.
  • What will be the development's size?
    The proposal includes one basement level for car parking, a ground floor retail and one storey of commercial office space. The proposed height is in line with Council’s requirements in the area.
  • What services will be included in the new development?
    Woolworths is exploring opportunities to create a centre the community will enjoy visiting and is convenient for a weekly shop. We welcome feedback on the type of shops and services you want to see. To contact us, please visit the Contact Us section of this website.
  • How will parking be designed and managed?
    Smooth management of car parking on site is a high priority. The proposal includes 272 parking spaces across one basement level, and at the ground floor, and 6 Direct to Boot spaces. Passenger vehicles will access the site via Arnisdale Road. Loading and servicing vehicles will access the site via Culloden Road. Woolworths anticipates this could be up to 3 trips per day.
  • Will parking be timed?
    Consistent with existing parking at Glengarry Shopping Centre, parking will be free for up to 3 hours.
  • How will the development reflect the local character?
    We are working closely with the City of Joondalup to ensure that the development and design is responsive to the local area. We will also work with the community to ensure the proposal offers the type of shops and services you want to see.
  • How are you assessing the impacts on the surrounding area?
    We have carefully considered how vehicle activity, pedestrian and bike flows will operate in the context of the broader area. We have also carefully considered building height and scale, acoustics and transport and access: Building height – the building height is within the requirements of the planning framework. Transport and access – a Transport Impact Assessment has been prepared to address traffic from the development in relation to the surrounding road network as well as parking and delivery operations. Acoustics – an Acoustic Assessment has been prepared to confirm the development can operate within the requirements of the relevant noise regulations. These reports will become available for review when the application is advertised by the City of Joondalup, following lodgement of the development application. At this time, we will be holding a community drop-in session where our team can take you through the plans and reports in more detail.
  • What hours will the supermarket operate?
    It is expected that the supermarket will operate between 8.00am to 9.00pm on a weekday, 8.00am to 5.00pm on a Saturday and 11.00am to 5.00pm on a Sunday and public holidays.
  • What is the planning process and how long will it take?
    Due to the development's investment value, the application will be determined by an independent development assessment panel, following public advertising by Council. This generally takes place within 90 days of lodging the application. The panel will consider public comments and recommendations of the City of Joondalup and relevant stakeholders.
  • Is the proposal consistent with the planning scheme zoning?
    Yes, the site is zoned Commercial which is a suitable zoning for the development. The City of Joondalup Planning Scheme allows for a variety of commercial uses (shops, cafes/restaurants and offices), meaning all uses can be approved on site. The proposal also meets other requirements of the planning framework.
  • When will construction start?
    If approved, construction is expected to commence in mid 2025.
  • What community engagement is planned?
    Newsletter In July, we distributed a newsletter to the site's nearest neighbours. Below is a copy to download: Community information session: On Thursday, 1st August 2024 we hosted a community information session at Ellersdale Park Clubroom (50 Ellersdale Avenue, Warwick). This session provided an opportunity for the community to meet the project team and learn more about the project. Below is a copy of the display boards shown at the session.
